My lawyer had applied for my H1 for the masters quota on the 11th of April and I still havent got a receipt notice. I have had friends who applied after that and they got it.

I am getting worried about this. Mine was sent to the Vermont center. My lawyer assures me that my case has been filed but I am worried about it. Is there anyone who has had similar issues. Please do let me know

In my opinion by 'Using the unused EB2 visa for EB3 ROW instead of EB2 India', USCIS is following the law as congress pased it...The law may be not fair but that is a different issue...If you want to change the law you have to get that done from the congress...suing USCIS would get you nowhere....


People seem to think uscis/dos is doing it wrong and it should be going horizontal rather then vertical. However, since people just keep getting mad at it because they think dos is doing it wrong but are not willing to do something about it.

The main thing ac21 did differently then before enactment of ac21 was that it allowed unused visas from ROW to be used by other countries on a quarterly basis and not in the final quarter.

One of the frustrations is that dos/uscis was very lazy in approving cases and allowing 485 filings and weren't watching because they allowed too manyh people to file (as soon as there are more applicatoins then visa numbers they are supposed to establish cut off dates). They had more applications then what they can approve long before they actually established cut off dates (January 2005). However, people got spoiled. Now they are going back and being very careful about it. This situation should have presented itself much before it actually did.

Can someone on this thread please take a look at whats in the link below and let me know if this will suffice as a name change in the passport?

I was watching TV the other day and saw an infomercial from National Association of Realtors promoting some kind of reform for home finance. They had interesting stats like "Home ownerships contributes ~ 2 trillion USD towards nation economy. So anything that promotes home ownership should help economy come out of recession". I am thinking if we can gather some useful stats around how much NRIs (non-GC holders from US) have invested in Indian Real Estate and how much of that could have been invested here in US (and other numbers like these), and then use them to convince those in power that an expedited GC process for those who want to be a part of main stream US resident population would help US economy.

Per my knowledge, There is no RULE that USCIS has to assign priority date of 140 to subs case , instead its original LC date... I found on Fragomen website too...

Visas are divided equally -country wise quota - no country can have more than 7% of worldwide quota. Countries like India, China, Mexico, Phillipines that have more professionals in the USA. So these countries get retrogressed. EB(Employment based) greencard applicants from these countries have to wait.
Rest of the world (ROW) EB2 (ROW) do not have to wait, their dates are current.

This amendment was PASSED although the CIR bill failed to survive.
In other words, if there had been a bill only to address EB GC reforms, there was a great chance YOU would be able to file for your I-485 even if your PD was not current!

IV in 11/2007:
1) IV has 25000+ members.
2) The EB GC reforms proposed and passed as an amendment in mid-2006 are long overdue!
3) IV has gathered a lot of admiration and attention after the flower campaign/ SJ Rally-> leading to the July VB reversal, and of course the DC rally!

Even if 2500 of them pay $50 a month, IV would have a steady flow of $125000 a month for lobbying efforts.

Just imagine what IV could accomplish in the next few months, if only people realized how important it is for them to sign up for monthly contributions!
